If you're talking about the pencil that is in the same scene as a newspaper (but not actually on the newspaper) in Moscow (as seen in this DS version walkthrough) ...

... then (as the walkthrough mentions), this pencil will only appear if you didn't pick up a pencil back in Berlin

As you need a pencil and the game doesn't force you to pick up the Berlin pencil, a second pencil is made available in Moscow if needed
