1991 EVINRUDE 25 HP 2 CYCLE IT RUNS ON BOTTOM CYLINDER FROM IDLE TO 1/4 THROTTLE ONLY IN THE WATER UNDER A LOAD. TOP CYLINDER DOES NOT SEEM TO BE FIRING. AFTER 1/4 THROTTLE IT RUNS FINE. IVE CLEANED CARB 3 TIMES, REBUILT FUE PUMP, SWAPED COILS, CHANGED PLUGS AND WIRES. I DON'T KNOW HOW TO CHECK THE STATOR ARE THE POWER PACK. REED VALVES LOOK GOOD. CAN ANYONE PLEASE GIVE ME SOME ACURATE ADVISE.

I found a mixture of sites for the information
one owner of a 1998 25 hp evinrude says that it is a 2 stroke with a fuel mix ratio of 50:1 as 25:1 is a bit smokey
another site says that the recommended octane fuel rating is 87 although it might run better on 91
best advice is to find an evinrude service dealer and get the right information as the later 25 hp units are etec engine which will be 4 strokes
It may look easy in the book but there are a few things that can go out. Such as the key/roll pin that drives the impeller can slip out on assembly. Water tube out of hole or damaged OR pieces of old impeller in it depending on why you needed to replace it. There are more but if you are not a trained tech it may be time to find one.
Take the cowling off. Also drop the foot. There wil be a stainless linkage rod that runs the length of the motor that you will have undo to drop the foot. The water impeller will be inside a stainless casing that you will have to disassemble.
it should advance but not bounce you have a loose something the trigger switch (that is what that is called) should be still and advance and disadvance as you throtle up and down there is a adjuster on the side where the shifter linkage is they usally have a stain less bolt as a adjuster there may also be loose bolts or broke something under the fly wheel you get the trigger adjusted right and your problem is fixed good luck
Hello enjoy42. From the information you have provided I would lean to the weak cylinder coil. Unplug the good spark plug wire & test run the engine on the weak cylinder. You could go to swapping the coils on the cylinders. Check your wiring terminals on the coils. Check with a marine dealer for the correct plug. I owned a 35 Evinrude on a Bass boat & it would out run my buddys 40 Mercury. Good Fishing.
