My PowerShot SD400 Digital Elph is not showing images on my screen when i turn it on to shoot ... but images show up when i go to the review shot screen...help!

The Elph 115 doesn't have manual shutter speeds so you can't set it yourself. If there isn't a menu setting for night time shooting the best I can suggest is to shoot three images, one of each stage and combine them in a photo editing program like Photoshop or the free, open source GIMP program. (Google GIMP open source for links).
Your problem in your lens...Try to bring service center. Cause, canon lens it for me it not easy to disassembe dan assemble it again...Different with other camera lens, like KODAK and Samsung. At sony camera "E18" can be "Turn the power off and On again" like my Sony W.35
On most canon elph cameras you can either go through the menu and reset back to factory default and this might solve the black or white screen. If that does not work you should be able to hold the menu button down for several seconds until a reset prompt pops up. You will then click on yes for reset and this should completely reset the camera and the screen should be back to normal.
There is a MENU item that will allow you to delete all you photos at once... I believe you can simply press the menu and scroll to delete all. You may have to turn the review off. Let me know how you do. K
There should a display button on the back side of the camera. Press the same repeatedly till you select the display you like. This would ne applicable when you are shooting or are reviewing the images.
For the review of the image right after you have shot, Go to the (Rec.) Menu> scrool down to >Custom Display> set button
Here you can set the level of information you want on the monitor, you can remove the tickfrom the information you don't require.

You mean SD400 camera doesn't show any error sign and it just doesn't have live view to shoot picture? If yes, its problem of bad CCD imager and Canon will provide free of cost repair facility for SD400 camera. Click Canon CCD Advisory for details.
Sounds to me like you have a broken LCD screen. This is unfortunately very common in the SD200, SD300, and SD400 cameras. Because an LCD display is made up of a few sheets of very thin glass, they tend to break rather easil and then the "dye" leaks out, hence your feather pattern.
If you feel up to taking your camera apart, you can purchase a replacement screen on eBay for around $60-$80. If you don't feel up to trying to replace it yourself there are people on eBay who offer repair services for broken LCDs and they typically charge between $80-$100.
