Question about Motorola Mobility RAZR V3
Your screen is probably shot.
Try making a call, if you can hear and make a call, it's a 90% chance it's the screen.
Razr's have a problem with the cable connecting the screen to the bottom of the phone going bad.
Your probably best off just getting a new phone.
Good news? If the phone is actually ON, you should be able to get your contacts out of it if it's a CDMA phone (no SIM card) or if you didn't save them on your SIM card.
