Who do I contact to get repair of quick release's on 519 tripod

There is a red slider under the main casting that will release the legs all together.

Contact the people at B&H Photo. They have every part for Manfrotto tripods.

If you notice, the legs locks are attached to bothe the upper part of the leg and the sloghtly smaller diameter lower. Take a socket (8mm I believe) and tighten the lower 2 nuts to the bottom of the leg lock.

Because of the way the locking mechanism works inside the tripod I would recommend that you send the tripod back to Manfrotto / Bogen for repair. None of the parts inside the legs should be oiled, as the lubrication from the factory is enough. The parts not working is a symptom of a part being damaged or defective.
