When i shut it down it wont completly shut off it just keeps saying shutting down

sounds like a bad throttle solenoid. when you shut off the car, the solenoid allows the throttle to close completely to keep the engine from dieseling when shut down.

Start-Run - MSCONFIG
unselect all the startup items and reboot. Then check if it shuts down properly (which it should now) - then go through each startup item with a reboot inbetween to see which is the troublesome one.
Bear in mind you may disable your antivirus program doing this, so make sure this one is reselected after your troubleshooting.

Bad Bad...you might have damaged the hard drive by shutting down..but oh well lets move on..try wiping the drive using dban then try again

try replacing the thermal grease on your cpu.
the BIOS have a protection that restart or shut down the computer/laptop when the cpu get to hot.
You can also check if the power suply is working in parameters

Go to Power Options --> On the plan you are using select change plan settings --> Change advanced power settings --> Scroll down till you reach battery and click the + next to it to expand the settings --> Where it says Critical battery level and Critical battery action (on battery) make sure that the level is at 5% and the action is to hibernate. If it's set to do nothing, it will keep running until it's out of battery and completely shut off. Plugging the AC adapter would give it more power. If that isn't the problem, check your battery's connection and consider replacing the battery.

may be the battery's life is up. try replacing the battery.
before buying a new one, try changing with another battery to check if its a battery problem or phone problem

Something is keeping it from shutting down. This could be caused by a faulty application or driver. My suggestion is to hold the power button down until the unit completely shuts down. Take out the battery, unplug the ac-adapter, attempt to power it on and then put the battery back in. Attempt to restart the computer.

Shutting down completely like power is gone or just DVD stopping with power on? If completely shutting down the look in power supply and find bad capacitor and replace. If DVD stops with power then look at laser, clean or maybe damaged.
