It occurs if the system colour on your tv is set to PAL, and your Wii is NTSC.. To Fix.. Adjust the system color on the tv to NTSC.

try to check first the systems set up like for example PAL or NTSC system because if it not set to the right broadcast system the picture might be roll or sometimes black and white.

When viewing images on TV the picture is vertically rolling.
Check the video setting in the set-up menu. It may be set to PAL if you are on the NTSC system, or vice versa. Also check the TV input to ensure your're on the correct channel.
