Is your tractor a 4500?If this is not the right model i'll need to know exactly what it is, the serial number would help.
The seat switch gets its power from fuse number 5 in the fuse panel under the steering column.That fuse gets its power from the red wire numbered 0728 and is red in color.There is a fusible link that is bolted to the starter that feeds the key switch.Odds are if you have power to all of these points them you have a detective pto switch or mid pto switch[if equipped].Also you have a neutral safety switch and a park break switch involved with this circuit also,any one of these will keep you from getting power to the seat and the fuel shut off solenoid.The most common problem is a defective pto switch or a blown fuse to to a short in the wiring near the neutral safety switch[it is in a hole in the housing under you right foot when setting on the machine.Let me know if you need more help.

You should price a new wiring harness,around $80 so there is not much reason to spend a lot of time trying to find shorts or open wiring.
