You probably can't. It should still be covered under warranty because it's so new. Send it back to the company and have them fix it for you or give you a replacement.
C610 Broken fixing heater wire • Warm-up does not end within 90 s. • The secondary stabilization fixing temperature drops to 100°C/212°F or below. • The fixing temperature remains below 40°C/104°F for 7 s or longer after the fixing heaters have been turned on.
Causes

Fixing unit thermistor installed incorrectly.(Check and reinstall if necessary.)

The touchscreen is critical in using the Nuvi 660 - without there's no way to diagnose the problem from the outside. USB communication can still work, making software updates possible as far as it goes.
If it's not under warranty - opening the Nuvi 660 is a path to consider. Preferably by someone who's experienced with opening Garmin devices or (smart) phones. The Nuvi backcover is fitted with Hex / Torque screws - and is relatively easy to open with the right tools.
First area to look for is the flat cable connector of the touchscreen - reinserting the flatcable in the Printed Circuit Board connector. Be sure to disconnect the battery first. After reinserting the cable - connect the battery and try again if the touchscreen now works.
If the problem remains - clean the unit with pressured air - possibly removing contamination/dust causing (capacitive) shorts.
Try plugging the usb cable on a different port on the computer. If the light flashing is red, then there is a hardware problem on your WD. If this is still under warranty, then its best to have it checked from where you bought it or to any authorized WD service center. If its no longer under warranty, then you can open the WD and check for any disconnection. The inside contains a harddisk; you may want to disconnect the two connectors from the harddisk and reconnect them again.
The previous LCD replacement, was it a manufacturers defect, or broken accidentally?
Is this failure a manufacturer's defect or accidental damage?
If the system is under warranty, any defect failure is covered.
If the system has complete care accident damage coverage, accidental damage is covered.
If the system is OUT of Warranty, and it is a manufacturer's defect, it should be covered as repair parts are covered for 90 days or the length of the warranty, whichever is longer.
If accidental damage and out of warranty, you pay for repairs
no you cannot open it if the unit is under warranty call magellan and let them repair it but if the unit is no longer under a warranty magellan have a customer loyalty program were you can swap your old unit for a new one with a discounted price.
Please check first if your LCD monitor is still under Warranty period, if yes, then I recommend to bring the unit to authorized service center to properly diagnose & fix the problem, because if you open it yourself & probably broken its seal then the Warranty will be Void & other problem/s that may arise / found will no longer be covered by their free service / part replacement.
If no longer covered by a Warranty, then you can open it by yourself, by turning (counterclockwise) its lock screws to open its back cover & check the power button connections if loose/broken. regards
Wow if you opened the unit Magellan can tell. If your unit was under warranty You might have talked them into a repair (if your very very very persistent with you can get thin done , eventually ) but now you talk to them to see what they can do but it may be cheaper to go get another unit
The only thing I can think to add is a general question to Magellan asking why they let a four-year-old child design the power connector as "lightly" soldered to the main circuit board. Very dumb...
