My deck plays, but sound doesn't and the screen scrambles every 3 or four seconds as if the tracking is off... is there any way to adjust the tracking?

C:31:23 error code means problem is in Supply Reel section. If you are tech person you might got the point. Unit has mechanical problem in supply reel area and reel pulse is not being generated as supply reel table may be stuck due to back tension. Let me know if you need further help.
I was having the same problem with a sony GV-D1000 which I don't even use a battery with. I use an AC adapter. Someone suggested that the contacts might be dirty, so I unplugged the small connector that plugs into the back of the deck and wiped it hard with my t-shirt. It seems to work fine now. SO try cleaning the contacts (wherever your adapter or battery connects with the deck or camera.)
launch video editing software...it should be able to see your deck. none of my three macs "recognize" the deck, but finalcut pro sees and can control the deck once it is connected and turned on
