If it's a user password and not the administrator, you can go in to "User and Account" settings as the Admin user, choose "Manage another account", and select the option to "Change password".
Other than that, you could burn a CD of the Offline NT Password and Registry editor from http://pogostick.net/~pnh/ntpasswd/ and boot into that. You'd be able to blank any password on your system, but any encrypted data belonging to that user would be inaccessible until the password was changed back to what it was originally.

If you are talking about resetting the phone from a user profile perspective it is different. You can reset the voicemail password under the system maintinence, password administration and select user password in the drop down box. After the password has been reset (to the extension number) they can log in and change the recordings and password. You will also need to then go to the users tab and change the name.
