If you're sure that the AC outlet in hot then it may be in defrost mode, in which case leave it plugged in for 45 minutes and it should cycle on, or the contacts inside the thermostat that turn the power on when they close, are burnt and need cleaned or replaced. So something happened to this apc and the first thing is to replace batteries...
I'm going to guess major circuit board failure.
go to apc site, download Power Chute software and pray there are useful diagnostics.
Check in your unit for a switch on side wall or near ceiling for selecting which AC unit gets power. Should be front, back, or both. Usually black knob to turn. Sounds like 12 volt power getting to it that tells it what to do, but also need to switch over to allow 120VAC power to actually supply power to it for running fan, compressor etc. Be sure to check all breakers in panel as well. You will probably not be able to run both at same time unless plugged in to 50amp or plugged in to 30amp, and generator running as well. I'm thinking a 94 only has 30amp power cable anyway.
This is only the first of many things you may need to do to determine the fault. But it is a process for determining the exact cause.
Make sure the ac adapter is correctly plugged into the notebook and into the power cord.
If
everything is plugged in correctly and it still will not power on,
follow these steps to complete a 'power reset' of the notebook.
Unplug the ac adapter. Keep ac adapter unplugged.
Remove the battery and keep the battery unplugged.
Hold the power button down for 15-20 seconds. (Nothing will appear on the display and none of the lights will light up.)
Release
the power button and plug in the ac adapter ONLY. (Please note that a
power indicator light should be lit on the ac adapter when it is plugged
in).
Normally power on the notebook.
If the unit does not power on, remove the ac adapter and insert the battery into the system.
Plug the ac adapter back into the system, the battery charging indicator light will light up. If
the battery charging indicator light does not light up, the ac adapter
may not be providing proper power to the unit, and may need to be
replaced.
Here's what you can try.
1. Remove the battery and try turning the laptop just from AC adapter. Maybe the battery is bad and shorting the system.
2. Try turning it on just on battery power (with AC adapter removed). Maybe the AC adapter is bad and shorting the system.
3. Try removing memory modules one by one. Maybe your failure somehow
related to memory. Test the laptop with only one memory module
installed. Try either one.
If nothing helps, the laptop still turns on and off by itself, most likely this is motherboard related failure.
Need to check your AC Adapter to make sure it's supplying power to the laptop... Remove the battery And Attempt to power on Using only the charger cord.. Still no power? Check The DC Jack (port where your AC Adapter plugs into)...
Do you get any lights that turn on when plugged in? Does the Fan Spin?

Dismantled notebook thinking compressed air removed component or connection. Nothing. Reassembled most of notebook. Left battery and power disconnected for 6.5 hours, I later plugged only AC power into unit. Fans started spinning. Completed assemble of notebook and installed the battery. Blue lights returned. Problem seems to be the battery. Shorts out something and needs about 6 hours drain out. Works great now without battery, using AC power only. Ordered new battery.....
