Unable to start IE8.... and now unable to restore system (vista)

for you prompt response. My computer is running on an AMD processor
with Windows Vista service pack 2. I fist began having problems with
IE8 a few months ago when as I would click to log onto the net it would
provide me with a message stating that windows is running without
addons enabled. However add-ons were enabled. So I tried reinstalling
IE8 but would get a message stating that I could not install it because
a later version was already found on my pc. So then using the cmd.exe
method, I completely removed IE8 to restore to an earlier version and
then reinstalled. this was successful for a few weeks up until last
week when I installed an update for IE8 which consequently leads to me
not being able to open IE at all. the message that I now get is that IE
has stopped working. My anti-virus/malware/adware protection says that
it is due to a corrupt pathway or something like that. So since then I
have tried to again completely remove IE*, but it will not remove
successfully, and when I try to use my system restore, it gives a
message stating that a "problem occured" and my system was unable to
restore. This is given no matter what restore point I choose. Virus
scan come back with no threats detected.

Restore Toshiba to Out of the Box Condition If your model Toshiba laptop has a Restore partition on the hard drive then follow these steps to restore your Toshiba to the Out of the Box condition. 1. Press and hold the 0 (zero) key and at the same time, tap the power button once to switch on your notebook. 2. When the machine Starts beeping; release the 0 key. 3. When prompted by the warning screen; select Yes to continue with the system recovery. 4. Select Recovery of Factory Default Software; click Next. 5. Select Recover to out-of-box state. 6. Click Next again. 7. Click Next to Start recovery. 8. Restart the Toshiba laptop when there restoration process finishes running. Follow the prompts that appear on the screen to set up the laptop's date, time and language settings.
In the start text box type system restore. Follow the prompts to roll back to a date before the date when you did the deletes. Or Google Windows system restore.
That may be caused by the Cleaner tool. Please avoid using it. It is unable to Rollback as well.Please let us know the model and the manufacturer of the sound card in order to find the Driver software.
You can get the System back to normal if you are able to do a System Restore.
If yo are using Windows XP
Start -> Run -> Type in restore/rstrui and hit enter key.
If you are using Windows Vista or Windows 7, enter rstrui in the search box.
Do a System Restore to a date which you haven't had the problem.
If you have Windows Vista or Windows 7:
Go to Device Manager.
Right click on the Device which has the problem.
Go to Properties and then Driver.
Do a Rollback.
If its not possible Uninstall the Driver.
Restart the Machine
Let the Operating System Search and Install.
If you have the Drivers CD, with you please install from their.
If you were unable to find the Manufacturer and the Drivers, please use this tool to Identify the Product.
Download this tool and install it. Use the Trial.
Run the software while you have internet connectivity.
Skip the Login Process.
After the software completed the Scan, click on the Device which is the Sound Device(has to have a Yellow Question Mark).
Check under Device Information(Blue Tab located at the Mid Bottom of the Software Window).
Google for the Driver.

You are really not giving enough information to be of good help.
What kind of restore have you tried to do? Have you tried to restore from MS Backup ?
Is this a system restore.?
Anyway, if you have your system restoration disk, install it and fallow the prompts.
Or is you are restoring from vista, type recovery manager and select from the list of items.
If you are trying to do a complete restore, choose that item.
Shutdown the computer,disconnect external peripherials.
Turn on the computer and hit F8 key as soon as you restart the computer
You will get the windows advance options menu.
Select the Safe mode option and hit enter.
If the computer boots in safe mode, do a system restore to previous date.
If computer restore then issue is resolved.
If still unable to boot in safe mode.
Ran a harddrive diagnostic.If harddrive test passes. If harddrive test fails replace harddrive.
Boot the system using the windows xp or vista operating system disk. Try to repair the OS then reboot the system and check.
If still unable to boot possible issue with corrupt operating system.
Reinstall Operating system. / Recover System . Good Luck.
XP or Vista ? Go to Network - Properties - the network card. Make sure you have "Get network address automatically" DOS box type ipconfig /all what's it say. There are viruses that can kill TCP/IP Get a copy of LSPfix It will check your TCP/IP programs. I did have one XP machine that lost it's network setting, could never get it running without a reinstall. If Linyx works, it's not the card.
