The outside fan may run if the unit is in defrost mode this is normal for most heat pumps it is there way of trying to keep the outside unit from staying iced over so the next time the unit runs it will have air flow through the coil and the ice will not be there to prevent air flow.
The outside unit should not be runnig if the heat is on. The contactor could be welded shut or the thermostat could be broke telling the unit to run if you disconnect the yellow wire from the thermostat the outside unit should not be getting the 24v required to pull the contactor shutting the unit off. If the outside unit is still tying to run after disconnecting the wire then the problem is with the contactor.

Poster stated it was not a heat pump,I would say check for 24 volts at the AC units contactor , pull the electric disconnect on or near the unit.
This will shut it off period, no need to ever run that if not a heat pump,
and at 17F no heat pump will work anyways.Emergency heat setting
on the thermostat runs just the electric heat strips and no compressor
operation. Below 40F heat pumps lose efficiency, much lower than 40F requires Emergency heat setting. Your unit may be mis wired, contactor stuck closed,or wrong thermostat is used.

This unit is not a heat pump. I noticed the fan blades were turning at a snails pace on the outside unit. I leaned over and could here the fan motor humming real low. I carried the fan motor to go have it checked out to make sure that the motor had not went to ground. The AC unit is turned off on the inside of my house and the heating unit is running (17 degrees outside right now) so I would think that the outside fan should not turn at all. My guess is the contactor or the capacitor. Your thoughts.
