Check its connection wire [flat cables] that connects the T'Con board to panel for any loose contact. Re-seat them once and check. If it do not help you, the T'Con board is likely to be faulty. Make sure the input on the TV is set to hdmi port 2. If it doesn't automatically view on the TV, you have to go into the graphics card adapter settings to set the view to an alternate monitor (your TV). Normally there's also a hotkey command as well (normally one of the F# keys) to switch between displays

NTSC and Pal are mainly related to Cable/Air reception. Unless you are trying to connect a SCART cable, you can probably just use the video inputs of the TV. Power Supply differences will be the big issue probably.
