Can you enter to Bios? if it boot and doesnot load to windows, could be your windows is corrupted or your hard drive is died, but if it doesnot boot at all, this could be not enough power.
Go to support.dell.com and download the latest bios firmware to update it. If it still does not work then most likely it is already a hardware issue so you need to contact dell support for the hardware issue.
Your description is a little unclear but I have dealt with many d600 laptops that suffered from bad batteries. Battries shipped to customers between April 2004 and July 2006 were problematic.
Check out this Dell site and check to see if this is part of your problem. You may qualify for a free replacement battery.
