Keys have swopped places!

hold down the shift key, and press the number 2 for pound Symbol, or 3 for at sign

you are using a usa keyboard.
if you want to use the uk keyboard layout change the regional settings, go to languages and there is an option to change the keyboard.
uk keyboard will print " when pressing shift+2

I would initially shut down the machine completely and wait about 10 seconds and restart.

What symbol do you get when you press Shift 3?

Do all the keys on the keyboard depress when you press them? You may have a random key that's sticking thus causing you to get different key combinations.

reinstall your keyboard drivers or connect the keyboard socket to the USB if it connect to PS/2 or vice-versa. 

It sound like you have a "key lock" type button on, check to see if you have any keys like the num lock key. that might fix it.

Gotta be specific.

The # (pound) sign is above the number 3 on the keyboard. Don't forget to shift before pressing on the number 3.

I have the same problem with Microsoft in both wireless and plug-in.
