Most likely the vertical oscillator circuit has failed. As CRT televisions have gone the way of the dinosaur, my advice to you is to give a fond adieu and invest in a new TV.

Line, faults & possible causes to both Plasma display & LCD screen are given with illustrations. You can get an idea about the fault to an extent.
Vertical scan section circuit fault. Check and replace damaged component/s at its vertical scan output section circuit. If you wish to get some details, check the site linked here. The line is there because the vertical deflection unit - the one that spreads that line across the entire screen to form the image - has failed. Replacing it is a job for a professional, or at least an experienced amateur, and the parts will be quite difficult to find for such an old tv .
Your Vertical Amp is probably Blown (bad) , but before you change that check all capacitors around the vertical amp IC and / or resolder resistors and diodes around vertical amplifier.
And NO it is NOT the Picture Tube
Good Luck

The several thin white lines at the top of the screen is the warning that the vertical output IC is not getting the boost voltage it needs to run correctly. The IC cannot operate for long like that and shorts out inside, which is when the vertical collapses altogether and you get the thin white line through the center of the screen. The good news for your son is that he had nothing to do with that, and it has nothing to do with the cable F connector. The set needs to be serviced by an experienced tech who will restore the boost supply and replace the vertical output IC, and when I do that I charge $75 but techs in your area will vary, so be sure to ask around.
this symptom, sometimes called the tube light effect, it is characterised by a bright thin horizontal line across the middle of the screen. this symptom is caused by a breakdown in the vertical deflection circuit. hence maybe the trouble maybe in the vertical oscillator, amplifier or output circuits. but if all i have said is not clear to you, better bring it to a qualified tv technician. good luck!
