if you can not turn on TV set with the power button on the TV its not astandby problem as this would by pass the standby. Theres most protec,on a set of this age, top have a poiwer regulator,vertical,horzontal/chcroma problem and is goingto need a trained tech to assist you in this repair. www.afiata.com
sounds like the Red CRT (tube) has shorted. You can test by removing the RED crt circuit from the end of the RED tube and making sure it isnt touching anything try powering up the set. If it comes on and doesnt shut down the red tube is the problem and will need to be replaced . expensive part to replace the Red XRT will be over 300 and at least 2-3 hundred to have it installed unless you know someone who can replace it for you.
the symptom is usually caused by a breakdown in the power supply circuit. in most modern receivers (transistorized and/or ic), it may also be caused by a breakdown in the horizontal deflection circuits (hor. oscillator, pre-drive, or drive circuits). supply voltages for the tuner, vif,sif, and vertical output are usually supplied by the horizontal output circuit. but if you doesnt know anything about these stuffs, better bring it to a qualified service tecnhician.
