I had a very similar problem on a hand held scanner. In my case the mylar speaker cone had separated from the voice coil. I found an exact replacement for under $4 at Allied Electronics.

This is not a fix for the faint of heart. remember that you have a Transceiver, not just a Receiver. There is more that can go wrong once you have opened it up. With that being said, if you still want to tackle this, you need to gain access to the volume control pot with the knob off and spray contact cleaner into the pot itself. Use a Qtip with cleaner on it to clean the exterior contacts. Make sure all is dry before re assembling. If that does not work, then your volume pot is going bad and needs to be replaced. How to repair Icom IC-M700 HF transeiver?

Does it have an external speaker plugged in the back? If so try unplugging it see if the internal speaker works, if it doesnt have an external speaker plugged in try one, maybe the internal speaker went bad from moisture.

I have an ICOM IC M505 marine VHF which is the closest model to the one described below. It is less than 3 years old. The channels have been very quiet including channel 16. This prompted me to test the...

Probably not the squelch but the speaker on the VHF. These radios are famous for crapping out when getting wet.
Try listening to the weather radio VHF ch 01, 02, or 03. depending on your location and play with squelch.. Keep in mind they do make external speakers you can hook up.

I would lke to know the reference code on the audio out put ic, used in the VHF MARINE IC-M302.

Quick description as per ICOM Manuals:
Quote
The AF amplifier circuit amplifies the detected signals to drive a speaker. The AF circuit includes an AF mute circuit for the squelch. AF signals from IC1 (pin 9) are applied to the de-emphasis circuit (R61, C89). The de-emphasis circuit is an integrated circuit with frequency characteristic of –6 dB/octave. The integrated signals pass through the high-pass filter (Q5, R62–R67, C90, C91) to suppress unwanted lower noise signals. The filtered signals are applied to the AF mute circuit (IC7B), and then passes through the [VOLUME] control (VR board; R1) via the “VOL1” signal. The signals are applied to the AF power amplifier (IC6, pin 1). The output signal from IC6 (pin4) drives the internal (external) speaker.

I thus assume the IC you are looking for is the IC described as IC 6.
Data sheet availible online: http://www.datasheetcatalog.org/datasheet/sanyo/ds_pdf_e/LA4425A.pdf
The IC is a Sanyo LA4425A. A 5W Power amplifier.
