The blinking yellow light is a power issue, but not usually power supply for the SX280. The 280s are plagued by bad components on the motherboard, mostly the capacitors. Replacement kits are available all over the web at about 30 dollars US, containing 29 of the commonly bad capacitors. Replacing the capacitors is labor intensive, so be prepared to spend an hour soldering. Pay attention to polarity, since a capacitor can react badly to reversed power.

A blinking amber/orange light on the power button of your Dell Optiplex means a hardware failure. If you know how to strip down your computer to basic component, then I suggest you turn on with only the motherboard, processor, memory and PSU. If you are not familiar with this, I suggest you bring the computer to a qualified technician.

A customer of mine has several of these that have the same problem. I found a comment on a Dell forum indicating that one of the capacitors on the mainboard will be either swollen or leaking. Replace the capacitor and it should be OK. I do not have the proper equipment for soldering on a mainboard so I have not done this. However, I did a google search on "Dell SX280 mainboard purchase" and I found a guy on ebay selling the repaired boards for $100.
