This is an old HP pavilion (8674 F) desk top. Tower will not turn on. (?)
It has been sitting for a few years. The monitor lights up fine.
Is there a fuse or breaker somewhere....??

There is no fuse inside.If this is idle for a few years , might be there is some dust in switch so you will have to clean it once and also try with exchanging the power cords.

Microsoft only allows one computer installation for its programs. I'm sorry but you need to deactivate it on your desktop in order to install it on your laptop.
The humming might came from the exhaust fan inside the power supply or the exhaust fan of the tower housing case of your desktop, there must be some loose screw, also check the Processor fan.
I would fathom a guess that the motherboard has been damaged, if it is the PS then you can see by taking it into a service center to have the output checked 3 v 5 v 12 volt good luck.
