Suggest you change out the power supply if this indeed is the fan noise.
Why?
1) Because it may not be a cracked mount for the fan casing. It could be the fan bearings are bad, allowing the fan blade center hub, to rub.
This would mean the fan is on it's way out, and you sure don't want a PSU without a fan!
(Will burn up in a matter of hours)
2) It is Not advisable to open up a PSU!
Inside are Electrolytic Capacitors. They are used in the Input stage as Filters for the incoming AC electricity.
They are used in the Output stage for the rectified DC electricity the power supply rectifier bridge converted.

Even after unplugged from power, Electrolytic Capacitors can hold a charge for Weeks, sometimes Months!
If your fingers create a circuit path with the terminals of any capacitor, the stored charge could be released to YOU!
If your fingers complete a circuit that one, or more capacitors are in, the stored charge could be released to YOU!
Bad shock to Fatal!
Replacement is the best advice.

I have worked on a few compaq presarios and have found the fans have a nasty habit of cracking on one corner(the casing) which hangs on by a thread but the fan touches the side. Are you sure its the psu fan and not a separate fan making the noise. As always if you open your unit it is always your own reponsibilty of what occurrs afterwards. Pc's are very temporamental. i had success repairing a fan casing on a machine like yours. I opened the tower as per its instructions, located the fan, releasd the screws, reseated the fan and glued the fan casing where it had cracked, repaired it, and once dry, reseat and screw back in place. You can replace a separate fan unit if you can get a spare part, i would think the psu is an all in one unit though. Its not hard to repair at all if the fan is separate. I saved the lady in question getting a new part as all that was wrong was her fan casing had cracked. You will want to repair asap as a fan that is not working correctly may overheat a pc.
