How to lock or unlock channelsTo lock or unlock channels:
Press the Menu button on your remote control.
Select Settings.
Highlight System and press OK/Select.
Select Parental/Purchase.
Enter your Parental Controls PIN.
Select Parental Preferences.
To lock or unlock all channels:
Select Lock All or Unlock All and press OK.
To lock or unlock specific channels:
Select Block by Channel > Add or Remove Channels.
From there you can select to Lock All, Unlock All, or
select specific channel(s) that you'd like to lock or unlock.
If you have some bands locked out (not all bands can be locked out. By default 1 will remain active) then just push the number of the locked out bands to make the bands come back live.
Just a side note, even if channels are locked out you can press "MAN" and then the up arrow and down arrow and manual scroll through them.
So to unlock frequencies at once have to be done separate for each band.
Press "search."
Now select a bank ie. 1, 2, 3, etc.
Now press "FUNC."
Now press "L/O"
You should now see "Lockout List" on the screen.
Now press "FUNC"
Now press the number "6."
Now "Confirm Clear List" should appear on your screen.
Now press the number "1" key indicated for "yes."
If every frequency in that bank is locked out then you will have to unlock a couple manually first and then the instructions listed above will clear the rest for you. So just press the "MAN" button and select a channel that is locked out and press "L/O" and that channel is now unlocked. You will have to do this for each band (1-10) separately.

Channel Lockout You can lock out a channel so it is not scanned. Channel Lockout does not erase the frequency from the channel. You can lock out up to 50 channels, including the Priority channel. Lockout information is retained in the memory when the scanner is turned off.To Lock out a Channel Example: Suppose you want to lock out Channel 2 because it stops on transmissions you don't want to hear.Press LOCKOUT when the scanner stops on Channel 2.The scanner locks out Channel 2, Then it immediately advances to the next channel that is not locked out, and resumes scanning.In the Manual mode, press LOCKOUT to lock out the displayed channel. Pressing LOCKOUT does not advance to the next channel in Manual mode.L/O appears in the display to indicate the displayed channel is locked out.Whenever you want to search for channels that are locked out, press MANUAL repeatedly to go through all 50 channels. If a channel is locked out, L/O appears in the display.Restore a Locked Out Channel To unlock a channel so that it can be monitored during scanning:1. Press MANUAL repeatedly to find the locked out channel.2. Press LOCKOUT again to unlock the displayed channel. L/O no longer appears in the display.Restore All Locked Out Channel To unlock all channels, you must be in the Manual Mode.1. Press MANUAL. 2. Press and hold LOCKOUT to unlock all channels. Locking/Unlocking Banks
When you are scanning conventional banks, the scanner displays the digit corresponding to
all unlocked banks. To lock out a bank so that the scanner does not scan its channels, press
the letter that corresponds to the bank. The bank's letter disappears from the display.
To unlock locked-out banks, simply press that bank's letter again. The bank's letter
appears on the display and the scanner includes that bank when scanning.
Note: You cannot lock out all banks. One bank must be unlocked at all times.
Locking/Unlocking Channels
To lock out a channel so that the scanner does not stop on it while scanning, press L/O
when the scanner is stopped on that channel, or manually select the channel and press L/O.
To unlock the channel, manually select it and press L/O again.
Well first off, their are no "banks". this is a 10 channel scanner. Press the "Man" button to scroll through the 10 channels, or pres Man and buttons 1 to 10 (1+0) to move to that frequency. Buttons no work, press "LOCK".
I found this online somewhere and it cleared my problem.
(my problem was a blue screen that said my input was locked enter in your code using the 10 key pad. Both inputs were locked, I used the steps below and it cleared it. We are now watching a dvd for the first time in months!) Thank you Bob Waterman whoever you are!)

Parental Lock
This system can lock each channel or different channels on ANT A and ANT B as well as locking each of the EXT inputs, so you should confirm what is locked before trying to unlock.
1 On the remote, set the TV/VCR switch to the TV position Or . Depending on which remote is being used Press the TV mode button at the top.
2. Turn on the TV and using the SCAN buttons (or 10 KEY FAD) and the INPUT buttons check each channel and input to establish which channels and inputs are locked. The screen will tell you if the channel or input is locked.
3. Press the button labeled MENU. The screen will show the main TV menu.
4. Press the #5 button (channel lock option). The screen will change to show the channel lock System Menu. This screen will indicate that the lock system is either ON or OFF.
IF THE SCREEN INDICATES LOCK IS ON, GO TO STEP 5 OR: IF THE SCREEN INDICATES THE LOCK IS OFF, GO TO STEP 5A
5. Press the #3 button. (SELECT CHANNELS TO LOCK option). The screen will ask for the code number. Press the #9 and QV buttons at the same time.
Notes: The screen will change to show an information display that will show the selected antenna and channel or input. The display is superimposed over the picture. This display will indicate that the channel or input is either locked or unlocked. In the lower middle will be instructions to use the 10-key pad or SCAN buttons to select the desired channels (or the INPUT button to change antennas or select the EXT inputs). At the bottom of the screen will be instructions on how to change the current LOCK status (if unlocked use the ENTER button to lock, or if locked use the CANCEL button to unlock).
NOW GO TO STEP #6.
5a. Press the #1 button (channel lock ON option). The screen will ask for a code number. Use the 10-KEY PAD to enter a new code number (We suggest 1111) and then press the ENTER button.

6. Use the 10 KEY PAD or SCAN buttons to select the channels that are locked, or, use the INPUT button to select the external inputs that are locked.
7. At each locked channel or input press the CANCEL button. The screen will indicate that the channel or input is either locked or unlocked.
8. When all of the channels and/or inputs are unlocked, press the MENU button again. TV main menu will be displayed.
9. Press the #5 button (CHANNEL LOCK option).
10. Press the #2 button (channel lock OFF option). The screen will now ask for a code number again.
11. Press the #9 and QV buttons at the same time. The screen will return to the CHANNEL LOCK MENU and indicate that the lock is OFF
12. Press the MENU button twice to return to normal viewing.
