I have a Kenmore Progressive 295 air purifier. MOdel #106-4283200
I need(at minimum) a replacement charcoal (prefilter)
The prices are outrageous from Sears and even Amazon.
First question: Can I simply wash the one I have?
Second Question: Where can I find these cheap to fit or sheets of this stuff that I can cut to fit? This is not rocket science that I need to pay 25 or 35 dollars for.

You need to replace the pre-filters periodically. Same goes for the HEPA filter. Go by the indicators on the control panel for each replacement.
Online stores like filters usa sell the pre-filters for about $27 in a 4 pack, the HEPA for $58. Those are the lowest prices for a direct replacement quality filter.
There is not a quality air cleaner that works much better in a 250sq ft room. And they ALL require periodic filter replacements.
