While a universal remote might be able to do intrinsic functions like menu function, an original is always the best bet. Below are links to the manual and an Ebay auction for an original remote. Give those a try.

You can buy a universal remote, any best buy will carry one, I have even found cheap ones at dollar tree or dollarama. They come with a manual with the codes for the make of your TV just follow the coding instructions until you find the one that will operate your TV.

1. Press VCR MENU
2. Press SET + or - to select "System Setup", then press enter
3. Press SET + or - to select "STANDARD TIME", then press ENTER
4. Press SET + or - to select your time zone, then press ENTER
5. Press VCR MENU twice to return to the normal screen.
Bad news. you need the remote, or a remote anyway. An inexpensive Phillips Universal remote can be had from nearly any hardware or large grocery store. It is easy to program and absolutely necessary to use the TV menu. Regards, Farmerbear at FixYa.com
on some tv's the menu can be accessed by pushing both channel up and down buttons at the same time. otherwise you may just have to get an all in one programmable remote control.
you know it would be easier to help you if we knew what Toshiba vcr it is. it is usually easy to set clocks now. you push menu or setup on the vcr remote and there s usually a option to set the clock. only thing i can tell you right now is look here and type in yoru modle number on the vcr and see if ther eis a oweners manual on the site.
