NIKO OTP 3211W has power and backlight but no picture,sound or setup menu... Apreciate any help. The power on light comes on and then goes off the screen remains backlit...

Hello This type of fault occurs to LCD TVs are aminly due to its LCD backlight failure. Check the CCFL tubes for damage. Check the backlight inverter board too. You have to open the tV to do any repair to this fault. You must have sound knoledge in electronics to do this work.OK.
You may be looking at an interference issue you can set up or get a remote that can be set up for UHF signal through DISH. Also you can just access the back lighting option for your TV in the menu's and disable it that should resolve it.
Changing the inverter board shouldn't be hard. It's just the matter of taking things apart and unplugging some wires to it.
There shouldn't be anything you would have to solder in.
I'm sure he gave you the price of the whole inverter board itself. Not the small transformer inverter on the board.
The inverter card drives your cold cathode lighting. If you pull the covers you will find all the lights out, if any of the eight legs of the inverter go out (driver transistor) the card will not work.
