Is it not one of the Function keys ("F" keys)
usually one of the F keys will have a wifi or network logo and this is the button to turn the network on and off. to use the alternate function of an F key press and hold "shift" then press the F button you need to use.
Not sure if this will actually help you (never seen this laptop in person before), but I tried for you :-)

the T42 does not have WiFi, instead it facilitates internet connection via 16 BIT & 32 Bit PCMCIA slot to install a WiFi card , in order to go on the internet.

Is IBM Thinkpad T22 equipped with WIFI & what's the USB port vers

IBM Thinkpad T22 doesn't have Wi-Fi adapter installed. you need a USB Wi-Fi adpater in other to have Wireless connection.

You can go for D-Link, 3COM,belkin USB Wi-Fi adapter. Make sure the USB Wi-Fi adapter support the Operating System you installed.

IBM T22 Thinkpad won't boot up - not even in safe mode

either you have a virus or a corrupted dll file.
eitherway, beside create a bootable CD or Floppy disk, and try to fix from there, thats' time a money.
the next best thing, is to reinsall the operating system.
the other option is get a new hard drive and install the operating system on that so you can preserve the data you have on the old one.

Where is the wireless switch in the T22?

To my knowledge the T22 does not have an extra wireless switch, but I might be mistaken. Have a look here.

They all have function keys which enable and disable the radio (if a wireless adapter is pre-installed). Usually it is the blue "Fn" key and the F5 key.

Since the T22 does not have wireless "onboard", I assume that you are using an external adapter.
Right-click "My Computer", choose "Manage" and go to the "Device Manager".
If there is any trouble with your hardware or driver, you should see a yellow exclamation mark. If that is the case, try to reinstall the driver.
If you see a red "x", it means that the device is not enabled. Double-click that device and enable it at the bottom of the window.

If this did not get you any further, please come back here and tell me what you found. I'll be happy to see what else I can do.

Is this the wireless card or the ethernet controller when you say internal network card? I want to be sure before I give you the wrong info.

Ibm thinkpad T22 keyboard defaults

Go through the setup menu and set the numlock option to off. You will need to hit F1if I remember correctly to get to the setup.

No light

does this mean you cannot see the screen at all? if this is correct I would remove and reseat the VGA cable located under the keyboard.
