According to the Delstar Manual you should always have the netbook pluged into aan ac outlet if you are going to use an external device such as a Flash drive which is powered from the netbook's usb port. Try this and maybe then it will recognize the drive and function.
A Webcam needs to have what is called a 'driver' installed before you can use it: this is what your PC/Laptop is prompting you for. Your Webcam would have come with an installation CD that has the required driver (and installation steps). If it did not, then it may be a 'plug-and-play' webcam that is natively supported by (Microsoft) operating system and in which case it would have been automatically detected if allowed to.
