Bissel spinner not working on steam cleaner. When water is released this section on the machine is suppose to spin to tell you that water is being released but it isn't.

Yes, it should be spinning and driving both belts. If it is not you would need to have it fixed by a service center. This should be covered if your machine is still in warranty. Here is a link to find your nearest BISSELL Authorized Service Center:
Have you tried cleaning out the small filterfrom the reserve tank? Also, check the tank/resevoir valve is operating properly, when you take it out to fill try to make water release from tank.
I've had a problem with Bissells where the handle gets out of where it's supposed to be in the handle and causes the problem that you mention. If this is your problem, the handle will feel different and looser. Good luck!
Are you getting fluid out when you spray? If not, check that you are not out of cleaning fluid or water. Assuming that you are not out of the cleaning fluid, you can remove the cap that holds the spinner and see if something is obstructing it. If you remove the cap and try to spray cleaning fluid, it should come out of the hole. Be careful if you do this as it sprays pretty far (put a towel over the hole where the spinner goes and watch your eyes). If fluid is coming out, it's just the spinner that is hung up. Mine does this sometimes. Good luck!
My Bissell stops releasing shampoo when the handle is lacked upright, when there is no water in the tank (the most common cause of this issue), or when water is not flowing through the machine because the sprayers are clogged.
Make sure the shampoo container grommet is releasing properly when you press the trigger. To check this, remove the shampoo tank from the Bissell, stand over a sink, and use a finger to push up inside the grommet on the shampoo container, the part of it that mates with the rest of the Bissell. Shampoo should dribble out when you do this. If it won't, the grommet may be clogged.
I'm not sure I have the same kind of machine as you because I don't think I have a red spinner. However, I did have the problem of water not shooting out (although the solution was being used up, just not the water). The problem turned out to be the plug underneath the main tank. To find out if this is your problem, lift out the main tank and take it to the sink. Feel underneath for the plug. Push inside of it. Water should squirt out (assuming there is water in your tank). If it doesn't, turn the tank over, unscrew the plug, and push the thing inside until you get it to spring up and down. If it won't do that, you might need a new one. If it springs, screw it back and try your machine again. Mine worked good as new after I did this. Good luck!
do you mean the little red spinning thing?try unscrewing the clear cover , lift the red thing out and check for hair etc.then put it back together. worked for me, hope it helps.
