First find a local Astronomy club -- the members will help you.

Second, you must first align the red dot finder with the main tube-- there are knobs on the side and bottom (usually) to move the red dot. Point the scope at the top of a telephone pole in the distance during the day time-- wget the top in the center of the eyepiece of the main tube. Without moving the main tube adjust the red dot so it points at the exact same spot.

Turning it all the way in or out is NOT how you focus-- there is a small "spot" when the eyepiece is in focus, and every other eyepiece must be refocused. Turn the knob slowly until the star or the moon comes to sharp focus.

The rubbers on the eye pieces are deteriorated are they available anywhere

You'll need to measure your eyepiece in "mm". Also determine if your eyepiece has an outer ring the eyepiece will slip over. You can find eyecups/guards on Ebay. Search under Binocular Eyecup or Binocular Eye Guard. There are also eyecups under "rubber eyecups/rubber eyeguards" but alot of these are for Microscopes and may not fit. You will need to pay close attention to the mounting type and measurements.

Looking for an item - eye guard for scope on a gun

Pictures of the exact item along with any markings would help a great deal. Even a hand drawn sketch along with dimensions would help.
It sounds as if you may be describing a scope cover. One end cap is clear and the other end cap either clear or has a yellow tint.

Most all current covers have the end caps attached to each other using two stretchable thin bungee like cords although some do have a one piece rubber holding the end caps.

If this is what you are looking for any sport shop, most discount stores and such carry them.

I attached a picture of this type of cover.

RA11 A Spotting scope

I did a little research for you. Check your manual but I think your "eye piece" has a 12.5mm thread into the body of the scope. The FSA-L1 has a 15.2mm thread which goes in the place of and replaces the eye piece for the models it fits. Check that manual too. If you have calipers you can verify it too by measuring the male thread of each. What you need if you can find it is a 12.5mm (male) to 15.2mm (female)adapter. Becareful it doesn't change the focal length. Check with photo shops or on-line. I'll do a quick search too and repost if I find one.
