Unfortunately, I have the same problem described, and what worries me is as stated by oma72, the cool feature stops working after only a few minutes. I can hear something attempt to engage itself every few minutes (it hums) but only for that noise to stop and the cycle again while the fan runs continuously. My assumption is that the compressor is either locked up or is kicking off on low pressure. Does this sound right? Please try to understand with your model, the tonnage and also whether it's cool only or heat & cool. 12,000 (12)...........means 1 TR. with this help your a/c is 1.5 Tr and if it's heat and cool definately there wil be indication in the model cde it self. Ex.......A18TH DF..... like this. There will be H added in the model code itself. Yours is not heat mode. Is it helpful?

The first place to start is with the line voltage supplying the condensing unit. Check ALL line voltage connections at the condensing unit, the service disconnect, and the electrical panel box. If you have a weak connection or overheating circuit breaker, it could create these surges.
Don't forget to ensure the filters and coils are clean to keep your system operating at peak performance & efficiency. :-)
