Its not power saver mode, when the display goes black and the power light starts flashing that is a good indication that the power supply is about to die. The Dell E172 series actually has several sub models, check your specific model, the sticker on the back will have either E172FPb, E172FPc, E172FPf. We have guides for all 3 versions posted.

But my monitor actually says that it's in power save mode and to hit any key to continue... I changed monitors and it does the same thing.
kristine_82, Please describe exactly what happens on the screen of your LCD panel when connected to an ALREADY PRE-BOOTED known good PC that has the WIN-desktop as the current displayed image. What happens when you push the "ON" / "OFF" button and monitor turns "ON"??? Do you see anything? Did you see the desktop, and then it went to black screen???
