i brought this phone htc 8925 better known as AT&T tilt from states...currently am in india ..but dis phone is locked to use wid any other carrier i need to unlock..

Your phone should not be SIM locked.
Now, if you want to remove the AT&T software from it and install another software/language pack from another carrier, that is a pretty advance hack to you phone.
If you are up to flashing your phone's memory, uploading a new ROM using Microsoft active sync and reprogramming your entire phone, let me know, I can email you detailed instructions.
WARNING: This is not for the feint at heart, or the average user.
First, Verify which version of the Hermes you have from this table:

Then, pick which extended ROM you want to use, here is a list of a few:

You will need to unzip the package, but not the cab files, using winrar (www.winwrar.com)
Connect your phone via active sync and transfer the CAB files over, launch them on your phone.
After you have an Exteneded ROM in place you like, upload a cab package by carrier, here is a list:

You may have to do some addition configuration of the radio ROM after that, depending on your carrier, such as configuring the MMS or 3G connectors.
Let me know how things go, if you can get this far, and I can walk you through further steps
Oh yeah, one more thing.
Carrier setting CAB by carrier, install this also after your Extended ROM.
