Solution #2 was close in my case. There are two slip rings at the hub of the cord reel. One of them was not making contact despite the fact that there are two separate contacts for each side of the mains power for redundancy (good design!) It wasn't too dificult to pull out the cord reel, pull the reel off the axle while disconnecting the retractor tape, and adjust the contacts.

Clean internal parts of Miele S514. Cannot get cover off to access internal parts.

There are screws from underneath you'll need to remove and possibly some inside the vacuum bag housing. The cases are held together with locking tabs and will need to pried apart. You may need torx drivers to take it apart too. I found a video on pulling down an S500 - it's an older generation cleaner but the disassembly procedure will be very similar (take notes and pictures when you're pulling it down, it will help. And have a piece of cardboard to push the screws into so you know where they all go with notes) -

How can I fix my Miele cat and dog vacuum cleaner. The electric lead will not stay out it keeps wanting to rewind. What can I do?

I think this model is a canister. If it is you might have broken the retractor reel from its bracket. Unfortunately it has to be taken apart and the part checked. Unless you are familiar with taking these apart you will need to bring it to a Miele dealer to have it looked at.

Miele vacuum powerhead

My power head failed due to the handle switch. It comes apart with the Phillips screw under the vacuum kill slider. Check for continuity across the switch contact solder points.

I need to disassemble the cleaner to access the motor

Took me forever to find it but it is in the very bottom. You have to open the top where the attachments are stored. In the back in front of the power on\off button down at the very bottom is a tiny screw.

My s5210/s5211 vacuum 14 months old makes a noise like a turbine

You've got a 7 year motor warranty. Take it back to your dealer and have the motor replaced, unless you've been running it without filters or you've been using generic bags, which would have voided your motor warranty.
This is actually very rare: I've only ever seen one miele motor break that wasn't water related or related to negligence.
