If you are not seeing the 3g modem in Device Manager (Start > Run devmgmt.msc and press Enter, or access via control panel) try installing the driver for your systems 3G modem , which I believe is available in the link below, but enter the serial # etc. on the page just to be sure you get the right one. If the modem is showing as an "Unknown Device" or has a Yellow Exclamation Point displayed to indicate it as a non-working device in the Windows Device Manger, try right clicking on it, select uninstall, and check the box to delete existing driver software and reboot. Once rebooted, it should re-detect the modem and install the needed drivers automatically.
Note that from Device Manager, you can from the View Menu select "Show Hidden Devices" and see devices not normally displayed., so see if anything shows up there too.

If the device is working, but you are having trouble with it recognizing the SIM Card, you might read through this older thread and see if that helps.
