You should have a CD to format your laptop. You can go to the nearest center where you can buy one. Yes, it's possible to change the language back to English. During setup just look for the language setup/settings then select English as language.
In first boot after the hard reset it should ask you to select your language. If it's a Canadian model it should have both English and French built-in.
To change your language you must have Windows 7 Ultimate 32 or 64 Bit. If no then you need to install new windows. If yes then: Click on Start and type "Change display Language"
In the "Region and Language" dialog box chick on the third tab "Keyboards and Languages" and select your language form Choose a display language form Arabic to English, providing you have English language already installed in it. Log off and its done.
As far as I know it is not easy to do because the hardware is bundled with the software. How did your friend make it? As far as I know it is not possible to order it from service partner.
