The blue dots are due to a failing optic block. The lamp is only making them show up more obviously. The TV is probably failing as the blue dots will get larger and eventually take over the screen.

Hi, This blue dot and hue problem is due to bad lcd in your tv as its Sony dlp tv that has optics block, that is also called light engine, it consists of 3 lcds, filters and lamp to produce an image that projects on front screen. In this tv, blue lcd became defective and complete light engine will be replaced to get it fixed. As other expert talking about blue CRT (cathode ray tube) that does not exist in this tv and my fellow expert has no idea about this kind of tv, sorry for that. Colored Blotches on an LCD Projection TV are usually caused by defects or marks on filters or lenses in the light engine (or optical block) First confirm that the lamp or main lens is not discolored by removing the lamp (unplug set and let cool before removing!) and inspecting the lamp itself and the lens that it shine onto. The light engine is an expensive part ($600-$1200) to replace and requires major disassembly.
if you see blue pixel type groups of squares or dots you may have a burnt light engine and this is common in many LCD rear projection sets; a blue screen may mean the engine became burnt--LCD rear projection sets of this kind have an optical enginge--with red,green,blue prizims--sometimes they get burned by the lamp---a photo would tell me or most techs what the problem is---the cost of a replacement engine is very expensive--some models with this problem are covered by Sony even if the set is no longer in warrant

if you mean little ones as little dots (a neddle punshing) red and blue but always there:

as you see the light engine is the main part here, IT is expensive repair. so if you can survive with those little dots do it.
IF it is dust, is good idea asking for and estimate to see if can works.
rear projection TV is light emitted and therefore can be fixed by a lamp replacement. I know the replacement's can in some cases be more expensive than a new model. Search the web for lamp replacement based on your TV model to get an idea.
