Hello,
Shut down your system, turn it upside down, loose the screw(s) that holds the Rom to the system, detach the Rom from the system and turn the system back on without the Rom.
Allow the system to boot and after a while shut it down again. Then fix back the Rom to the system, screw it and put on the system.
Test the Rom and if it still does not work, use cotton board to clean the lens. If after all these and your Rom does not still work, then I think you need to get another Rom.

Click start control panel,administrive tools,computer management,device manager scroll to cd/dvd rom drives right click properties then properties again then tick enable cd digital cd audio for this cd rom device or scroll to dvd regions select the no _ for your specific area
If this does not fix the problem you might try
you might have to physically unplug the leads for this cd-rom restart your computer then plug them back in this should activate the found new hardware wizard
