I have a Kenmore Elite model 110.22932100. Should water be flowing during the spin cycle? I would think the answer is no. I suspect a problem with the control circuit or a bad inlet valve.

You are right the problem will be inlet valve or the inlet valve keeps always open to deliver the water to the inner tub of washing machine

If the washer is taking more water during spin, then most likely it is thinking the water level is low for the load. It is a smart washer and tries to adjust water according to load. This can mean the level sensor is giving wrong sensor. I would try to run the washer with a cleaning agent (not bleach) available from specialist stores or washing machine retailers.
Also observe if the drain pump is running all through the spin cycle. If not that is likely causing water to remain. But controller is thinking there is no water and not starting the pump when required.
Have the same problem. Have taken everything apart and cleaned out thoroughly all the way to to the pump, valves, drains, plumbing lines but the top spin atomizer still does not spin. I suspect it has something to do with these two silver balls found in one of horizontal pipes leading to the turbo zone. I couldn't figure out how these balls shift within the compartment and suspect one or both are blocking the flow of water and sacrificing the top spin atomizer since its the furthest away from the pump. Hope to find a solution as to how to lock these in place and allow the free flow of water.
you may not be leaking out the bottom. Your stand pipe may be clogged. If the stand pipe has a slight clog in it, the stand pipe will over flow, and the water "looks" as if its leaking from the bottom... These pump faster than your old machine, so the pipe will back up faster... hope that helps
