I own a GE Spectra Xl44 that began having issues preheating after changing the igniter. About a month ago the igniter failed and was replaced. Since then, the preheated light comes on about 10 minutes before the oven has reached the set temperature. It's usually only about half way to the set temperature when it thinks it's preheated....
My oven is similar. The digital read out reaches the temp long before the oven thermometer (which I purchased separately) ever does. It takes over an hour to reach 400 degrees. I have the GESpectra l44.

Your replacement should have come with wire nuts.
Unplug the range.
Snip the wires and strip them back 3/8 inch and attach the wires from the replacement ignitor.
Yes I had the same problem on my JGBBP79. Change the lower igniter. About $75. Keep the range for a few more years and get rid of it. The next problem you'll mostly likely have is the touch pad F1 error. That stupid thing is +$300 and nothing more than a membrane touch pad attached to some glass. :-(
