Do i leave my radio on the charger all the time?

You didn't say what kind of radio or charger. If it's a "smart charger" and the radio has Lithium or NiMH batteries, it's not a problem. You should, however use the radio without charging it occasionally until the batteries have been mostly (but not fully) discharged. Ultimately that will give you the best life from your batteries.

If you're just using a "wall wart" charger. Only charge the batteries when they need charging, or before you know you're going to use the radio for a period near the maximum time it's rated to operate.
You probably ought to consider getting a battery pack that can accept "AA" batteries as a "spare". You can find AA batteries everywhere, and although they're not rechargeable (for the most part), they'll last longer than your rechargeable batteries - for one use. There's a reason the "Wildland Fire" people use nothing but standard AA batteries in their radios.

HI I PROBABLY THREW OUT THE INSTRUCTIONS. SO HOW DO I KNOW WHEN THE CHARGER CEF 15NC HAS COMPLETED CHARGING THE BATTERIES?

gripfitter is incorrect, that charger is made to charge in 15 minutes. It has a cooling fan and when batteries are inserted a red light comes on and the fan starts. When light goes out and fan stops, the batteries are charged. (light should not blink as that indicates one or more of the batteries has a problem)

Motorola talkabout t5700

No, the charger is only usable to charge the rechargeable NiMH or Li-Ion battery which comes with the radio. Attempting to charge Alkaline rechargeable batteries with this charger could cause the to expode. If your charger is not charging the batteries which came with the units, it could be you do not have the charger cord end plugged in all the way, or the batteries dropped below the initial charge level by setting on a store shelf too long. Most TalkAbouts come with a cradle style charger to hold the radio, and a possible plug to plug into the charge hole. Check all connections, and clean any battery/charger contacts with a pencil eraser. To re-initialize the batteries you would need to attempt 3-5 charge cycles by charging for 8-10 hours, then letting the battery rest for 8-10 hours, repeating 3-5 times as needed. If this does not bring the battery back to life, you need to replace the batteries.

Do I have to charge 4 batteries at once, or can I just charge 3

If your charger has four separate AA battery charging stations then it can happily (and safely) cope with 1,2,3, or 4 batteries as you wish.
