The sensors get dusty from the 'paper lint' . blow out the sensors and the shredder will turn off
There is paper jammed in front of the sensor. it was likely caused by feeding too much paper into the shedder at one time and now a chunk of shedded paper bits it blocking the sensor from seeing that the shedder is clear
It worked!!! Now my Fellowes DM8C is working like a brand new shredder. At first, I cleaned the sensors several times and it did not work. Then, I disassembled the shredder head, removed the two sensors, cleaned them with a wet cotton towell, put them back in place, reassembled the shredder head and voilà! My shredder automatically starts when the sensors detect paper and stops a few seconds after the paper has passed through. GLEOSA

I own two Fellowes shredders with the same continuous running problem. Neither one has paper or dust blocking the sensors. Just to make sure I used a can of aerosol dust cleaner spray from Office Depot on the sensors. I turned on one of the shredders and it caused the aerosol gas to explode in a ball of fire in the shredder bin. Fortunately I had emptied all the paper so the only thing that got burned was the hair on the back of my hand. Any other ideas?
