It may be only some tired capacitors in the power supply; they can cause this kind of problem.
Parts are probably the lesser cost; you will need a tech with a little bit of gear to find the culprits.

I have an RCA RT2500 audio-video surround sound receiver about 10 years old. For the second time in its life, a power fluctuation has knocked it out of service. The standby light comes on, but no power to...

Hold down the power button and unplug the unit. Now release the power button. Plug the unit back into the wall. Now press the button. The system should power up.

No picture when on for approx 15 minutes

It sounds like you are saying the "video looks scrambled but the audio keeps playing OK"

Normally this is a Video Processor Problem that requires a Board to be replaced.

When the problem happens, can you see the TV menu or the TV's On Screen Display clearly.

I suggest checking to see if the problem happens with the video inputs like, Composite(yellow/red/black), component(RGB/yellow and black), HDMI and S-video. If it happens to all inputs then you need to replace a board.

Video flashes off and on.

the tuner module is bad.
where the cable goes in in the back of the set, there is 2 modules on the main pc board and they are soldered in.
the smaller block is the IF module and it has broken grounds inside. it has to be removed from the main pc board and there is 7 pins or so.once the module is out, remove the tin covers and resolder the grounds around the perimeter.put the module back in.
i have fixed 100 of them

Denon reciever

Sounds like you are exceeding the maximum power output of the receiver. Try disconnecting some speakers (and switch to A-only mode if your model has multi-zone) and see if that makes a difference.
