The flashing amber power led is an indication of a power supply failure. One of the rails, 12v, 5v, 3.3v etc has failed.
Replace the power supply with any 300w + standard ATX power supply to resolve.
I'm not clear about the blinking amber light you are referring to. Is it on the computer or the monitor.
I checked Dell's web site for the service manual for this computer model, & found this document:

If the blinking amber light is on the monitor, check the connection between it & the computer itself. Make sure the cable is not damaged & that it does not have any broken pins in the socket.

Did you try another power supply? The problem could be a faulty power supply not supplying the correct voltages/amperes required for the system to run properly.
Another possibility is that the system's BIOS my need to be re-flashed.
I'm sorry. But after considering the fact that you changed 2 motherboards out, I realized that the possibility that the BIOS might need to be re-flashed is not valid. Since the BIOS is a motherboard component, it is not likely that it is the cause of your problem.
However, one possibility that I overlooked is a defective processor. Notice the description here:

A pre-BIOS failure could occur if the processor is defective, since BIOS utilizes the processor to run the power on self tests (POST).
You can do this, however I don't think it might help.
I would rather focus on eliminating the possibilities of a defective processor & a defective power supply.
If you have another working processor, try it first & see if your computer will work.
If it did not, we can test the power supply separately. We will need to disconnect it completely from the motherboard & all other components, then use the pin assignments in the following document & digital multimeter (DMM) to test the power supply:

This is an indication to either one of 2 conditions:
- Either one of the components you removed (hard drive or CD-ROM) is defective. You can verify this by connecting them to another computer & testing them.
- OR, you have a defective power supply. Which seems to be more likely.

dell dimension 8300 soild amber light. This is crazy! I unplugged the harddrve and the cd rom and now the fan comes on and the motherboard has a green light. Do I have a Defective Powersupply thats not getting enough juice?
