If the Medium Changer is missing from Device Manager on your Windows Server 2016 system, it is possible that the driver for your Quantum Superloader 3 is not installed or not functioning properly. Here are some steps you can try to fix this problem:
Check the driver installation: Make sure that the driver for your Quantum Superloader 3 is properly installed on your system. You can check this by going to Device Manager and looking for the "Tape Drives" or "Medium Changers" section. If the driver is not installed, you can try downloading and installing it from the Quantum website or from the manufacturer's CD that came with your tape library.
Update the driver: If the driver is already installed on your system, you may need to update it to the latest version. Outdated or incorrect drivers can cause problems with device recognition and functionality. You can check for updates to the driver by going to Device Manager, right-clicking on the Quantum Superloader 3, and selecting "Update Driver" from the context menu.

Power down the computer, power down the library, disconnect the library from the computer, power it up. If the problem remains try it again but this time without any loaded tapes. If it is still in the error state check with Quantum Support.
The library picker arm cannot move to the home position. There could be something blocking it. Try the Reset option from the Configuration menu. This is detailed in the library user guide.
The element error usually points to the drive, the best thing is to do is run the full diagnostics for the drive, and see what other hardware codes you receive, if it still points to 2b, then it is either the drive or the solenoid of the magazine failing. If you have a two magazine setup, just reverse the other magazine and test it that way.
