That means that your belt is worn, stretched or broken. You need to replace the belt. You can get replacement belts and view the manual:

Why is my Dirt Devil Vacuum Hose lacking suction?

I have a Dyson and was having a similar problem some time back. I found out these bagless systems still have a filter that picks up the fine dust to keep it contained. Find out where yours is located and beat the dust out of it really good or just replace it.
Hope this helps.

M084600 Dynamite Bagless Upright Vacuum: loss of suction...

A few weeks ago I ran into the same problem, virtually no suction. First I replaced the bad belt (make sure you fit it right or it'll destroy the belt, luckily I bought 2!) and while the vacuum sounded more "alive" it didn't seem to pick up anything any better. The final solution was taking apart the entire intake port section down to the motor and getting the collection tube. It was filled with junk all the way up. I spent over an hour clearing out gunk and animal fur throughout the tubing. Putting it back together was a cinche because the entire vacuum uses one screw type universally. The whole process was pretty intuitive and its clear it's meant to be taken apart for just this purpose.

My vacuum wil not pick up and I would like to know how to change the belt.

You must remove the bottom plate for access to the belt area. You may have clogged the dirt path ... as long as the bottom is removed, clean the dirt path (hose and fittings)

Durt Devil upright 12 amp Vision Vacuum Cleaner

If there no blockages in the hoses, then the next thing to check would be any filters in the vacuum. When these get clogged, you will experience this problem.

The vaccum doesn't pick up dirt, it sprays out

There is probably a second or third filter (besides the canister) that needs to be cleaned.
I doubt that it's rotating the wrong direction.

Dynamite Dirt Devil Hose

I figured out how last night.
Take a screw driver and unscrew the screw on the top of hose and take the hose out and take a pen or something long enough with grip to get all of the junk out.

The circulation still isn't as strong though.

Vacuum

Yep check the hose at the back as it may well be clogged. Also undo the soleplate/floorhead and have a look up the dirt channel behind the floor brush. Either that take off the main bin and check the dust channel leading down to the hose.
