I just got the washer out of storage for 18 months. It turns on and sounds like it is filling up, but the just beeps at me and has a small amount of water in the bottom. It will not run a full cycle. It does spin dry though, if I forward to that part of the cycle.

Can not tell you what the beeps mean because you did not tell us what model washer you have. Sounds like a problem with the water inlet valve sticking open.
Check inside the fill hose for debris. There is a screen designed to block debris from getting inside the machine valve. If the screen builds up with debris the water slows down. Sounds like the water is filling too slow. Also the unit and/or the load may not be balanced causing it to stop and drain out. If it's okay then see what lights are blinking when these events occur and post here.
Turn off the water at the Fill vale if it now does not fill fit a new Solonoid valve to the fill on the machine...if it still fills with the water turned off then the problem is with the drain Too Low allowing water from the sink to enter machine.....
A failed inlet valve is not uncommon in F&P machines. The hot valve is different to the cold one, so don't exchange them. Not a big job for a tech to do in-laundry. Good luck....Nomess
in order to determine what is the cause of your problem , please provide the error codes an model number so we can figure out what is wrong with it, has anyone set anything heavy on top of the machine if is a top load machine, first guess if you have power to the machine would be look into the lid swtich an go from there....
I had the same problem today. shephonos 18 had the correct diagnosis. Out of balance micro switch seized. Situated under the main circuit board. Cherry electric Corp 0.1amp 125 volt sptd type switch. jaycar has them for under $4. I un-seized it with some electrical cleaning spray, fixed itshort term, no worries. Thanks Stephanos 18.
there are 2 possible causes.
either
inlet valve leaking - turn water off and if water fill stops, it indicates valve leaking
valve being powered when machine off. this is very unlikely but to check, disconnect washer and see if problem stops
also, if drain is plumbed into a spigot on the sink trap, every time you empty the sink, some of the water will flow into the machine. to cure this, take the drain hose as high as possible under the sink in a swan neck
it is still beeping....
