You already said it, so check the carbon brushes. Once it is no longer able to push the rotor or stator it need to be replace. Carbon brushes are customized at the machine shop, so you should bring it so that you have a sample of the brushes itself. Just be observant when disassembling the motor so that you put it back to exact place. Thanks for asking.
Three possibilities I can think of:
1. Leak/holes in the hose.
2. The fan blade are worn down or broken. The more they're worn down, the less suction.
3. The motor itself is dirty and/or wearing out.
Any one of those problem would call for a replacement of the part involved, or the vacuum itself. It could also be a combination of any of them.

that machine is made to do that, there is a safety switch in the base of the machine that shuts the brush off when the handle is in the upright position.
check to see if the red lint filter in the clean dirty water tank is clean and free from fluff if this is glogged this will resticted the suction ,check to see if the tank is seated corretly

Check where there is suction...is there good suction at the hose...at the back of the vacuum. Knowing where there is good suction will help you know where there might be a clog or any resistance. Bissell also has a fairly good customer support line...I believe the phone number might be on the vaccuum possibly in the back.
If these vacuums are less then 1 year old, they are under warranty, call the Bissell number and they can tell you where the nearest repair shop is. That along proof of purchase.
In the handle are a heater, transmission and a circuit board. If you have smoke come out and now it doesn't work, I would suspect the circuit board of being bad. If this is less then 2 years old, then it is still under warranty. IF YOUR BISSELL PRODUCT SHOULD REQUIRE SERVICE:
