Unplug your phone from the phone jack and test in another phone jack. If you hear a dial tone, the problem is with the phone jack. If you still do not hear a dial tone, test another phone on the first phone jack. ... If none of the phones in the home have a dial tone, the problem is with the service provider

You need to change the dialing mode to tone rather than pulse.

Depends on what your telephone exchange accepts as a dialing signal. Strange thing is phone is factory set to tone but it seems to sound like your phone is on pulse.

This is a 15 or 16 digit number that is normally found on the back of your phone, underneath where battery. If this code is provided then it does seem possible to be able to find the master code, which you can then type in and unlock your phone. The touch-screen of my china phone is not working. The four keys on the bottom are working. I can receive calls thru on key but can not dial a number except the last dialed or received.

To change the dialing from pulse to dtmf dialing on a prostar 816 you first need to be at a display set (doesn't matter what the extension number is).
with the handset down, enter #20 the screen should say MMC DISABLED
1) enter in 1 2 3 4 1 # (that enables programming)
2) enter in #42 the screen should momentarily say trunk dial typethen display the current programmed data (00000000)
3) enter in 0 for pulse dialing and 1 for dtmf dialing for each of the lines. i.e. touch tone dialing for lines 1-4 would be 11110000. all 8 digits must be entered for the program to accept the data
press # when finished.

Take the SIM card out and re-install it. You may need to call your phone provider and have them unlock the phone.

you need to contact your service provider and let them know what going on. They probably send you another phonelike the same one you have

I just found the answer on another website. Go onto installer or cydia and uninstall Mobile Enhancer. Restart your phone and it will work. Thank god!

Maybe it isnt programed correctly. U can call your sp to reprogram the device or take it to the store u bought it at and get them to reprogram it.
